a halloween movie!! maybe you can help

I'm trying to find the name of a movie my sister and I watched a few years back. Its about aliens that help save a family candy factory and one of the aliens is named bing and when he gets excited he says bing bing bing! I've searched all over and apparently several others have as well but no one seems to know or remember the name of this movie.

The movie is called "The Last Halloween", it was a made for TV movie in 1991.

I don't recall ever seeing anything like that. Was it an animated movie or were there live actors?
